Dear Sir/Madam,
Suspected vandalism in Luk Keng, North District
Suspected vandalism in Luk Keng, North District

Green Power would like to report a suspected case of vandalism in Luk Keng in North District, which was observed by our voluntary butterfly surveyor on 24 January 2026. The affected area spans approximately 3,000m² within the "Agriculture Zone" and "Village Development Zone". Significant land excavation and vegetation removal were carried out by a bulldozer on both private lots and government land within Demarcation District 45. Additionally, a sign indicating government land has been destroyed.

The vandalized site is located within the Luk Keng Marsh, which ranks fifth among the "Priority Sites for Enhanced Conservation" under the New Nature Conservation Policy, and it is adjacent to the Ecologically Important Stream (EIS). Please refer to Appendix 1 to 4 for details regarding the location, land use zoning, EIS, and field photos of the vandalized site.

In addition to its rich wetland ecology, Luk Keng is a notable butterfly hotspot. According to our Butterfly Surveyor Programme, 183 butterfly species were recorded in Luk Keng from 2008 to 2025, accounting for about 68.8% of the local butterfly species in Hong Kong. We are deeply concern that such vandalism may seriously compromise the natural habitats of high ecological values. We would appreciate it if your department could investigate this matter and take appropriate enforcement actions if any unauthorized development or illegal activity is involved.infoShould you have any inquiries or need any further information, please contact me at 3961 0200 or via email at info@greenpower.org.hk. Thank you very much for your kind attention.

Yours faithfully,

LO Wing-fung
